About the Journal

The Mesopotamian Journal of Computer Science (MJCSC) is an open-access, international, peer-reviewed journal publishing high-quality and original research across all areas of computer science, information technology, and computational systems.

Open access means that all published articles are freely available online immediately after publication, allowing anyone to read, share, and cite your work without subscription barriers.

Please note that the journal only accepts manuscripts written in English.

Language

Manuscripts must be written in clear, grammatically correct English. Authors who are not fluent in academic English are encouraged to seek language editing assistance prior to submission.
Reviewers are not expected to correct grammatical errors, and poor language quality may delay peer review or result in rejection.

Types of Articles

MJCSC publishes the following categories of papers:

  • Original Articles:
Comprehensive and in-depth studies that present significant findings and novel contributions in computer science and related disciplines.
  • Short Communications:
Concise papers reporting important findings that do not justify a full-length article. The manuscript should not exceed 3,000 words, and figures/tables should be limited to four.
  • Review Articles:
Comprehensive overviews summarizing and critically analyzing existing research on a particular topic. Reviews typically do not exceed 10,000 words and should include up-to-date references.
  • Mini Reviews:
Brief, focused summaries on emerging or specialized topics, limited to 5,000 words.

Before Submission

Please ensure that your manuscript meets the following criteria:

  • The manuscript is original and has not been published or submitted elsewhere.
  • It adheres to the ethical standards for research involving human or animal subjects, with an Ethics Approval section if applicable.
  • The English language and grammar are clear and professionally written.
  • Figures are of high quality and submitted as separate files.
  • References are properly formatted and numbered according to the IEEE Style.
  • The manuscript aligns with the Aims and Scope of the journal.
  • Manuscripts that do not conform to these guidelines may be returned prior to peer review.

Manuscript Preparation

All manuscripts should be prepared in Microsoft Word (.doc or .docx) using Times New Roman, 10 pt font, double-spaced, and single-column layout. Use continuous line numbering and page numbering throughout.

Online Submission

All manuscripts must be submitted via the Online Manuscript Submission System on the MJCSC website. Submissions by email will not be accepted. The corresponding author is responsible for communication throughout the submission and review process.

Initial Evaluation and Peer Review

  1. All manuscripts undergo initial editorial screening for scope, format, and plagiarism (checked via iThenticate).
  2. Submissions passing initial checks proceed to double-blind peer review by at least two independent reviewers.
  3. Decisions (accept, revise, reject) are based on scientific quality, originality, and clarity.
  4. The Editor-in-Chief makes the final decision based on reviewers’ recommendations.

Submission Declaration and Verification

Submission implies that:

  • The work is original and unpublished.
  • It is not under review elsewhere.
  • All authors have approved the manuscript and consent to publication.
  • If accepted, it will not be published elsewhere in the same form.
MJCSC uses Crossref Similarity Check (iThenticate) to verify originality.

Use of AI and AI-Assisted Technologies

Authors may use AI or AI-assisted tools to support language editing, grammar, and readability, provided that such use occurs under meaningful human oversight and does not replace the authors’ intellectual contribution. Authors remain fully responsible for all content in the manuscript.

AI or AI-assisted technologies must not be used to generate original scientific ideas, interpretations, or conclusions without meaningful human intellectual contribution and oversight. Any use of AI or AI-assisted technologies must be clearly disclosed in the manuscript under a dedicated section titled “AI Use Statement.” For full details, examples, and restrictions, authors should refer to the Editorial Policies page.

Proofs

One set of page proofs (in PDF format) will be sent via email to the corresponding author. Proofs are provided for authors to check the typesetting, editing, completeness, and accuracy of the text, tables, and figures before publication.

Authors must review the proofs carefully and return all corrections in a single communication within 48 hours of receipt. The proofreading process is the sole responsibility of the author. Delayed or incomplete proof corrections may postpone publication.

No significant content changes (such as adding new data or altering conclusions) are permitted at the proof stage without the prior approval of the Editor-in-Chief.

Revision Submission Requirements

When submitting a revised manuscript after peer review, authors must upload the following files:

  1. Revised Manuscript (with changes highlighted): Include all edits and responses to reviewer comments using the Track Changes feature in Microsoft Word. Upload this file as “Revised Article with Changes Highlighted.”

Once your article has been accepted, it will be transferred to production for typesetting and layout preparation. After typesetting is complete, the proofs (PDF format) will be sent to the corresponding author via email.

Authors are requested to review the proofs carefully for accuracy, typographical corrections, and completeness. The corrected proofs must be returned within 48 hours to avoid delays in publication.

Peer Review Policy

All manuscripts submitted to MJCSC undergo a rigorous double-blind peer review process.

  • Both the authors’ and reviewers’ identities are kept anonymous throughout the review.
  • Manuscripts approved by the Editor-in-Chief are assigned to qualified reviewers based on their expertise.
  • Each submission is evaluated for originality, methodology, clarity, ethical integrity, and contribution to the field.
  • Final publication decisions are made by the Editorial Board, based on reviewers’
  • In exceptional cases involving ethical, legal, or significant societal concerns, the Editor-in-Chief may seek additional editorial evaluation or independent expert advice before reaching a final decision. For more information about peer review process please refer to Editorial Polices page.

Ethical Guidelines

MJCSC requires authors to comply with recognized ethical standards when their research involves human participants, personal data, or ethically sensitive content.

Authors must include an Ethics Approval statement in their manuscript if the study involves, for example:

  • Human subjects (e.g., surveys, interviews, usability studies, experiments)
  • Identifiable, biometric, or sensitive personal data
  • Images, audio, video, or datasets involving identifiable individuals
  • Data collected from online platforms where users may reasonably expect privacy

The Ethics Approval statement should identify the relevant ethics committee or institutional review board (IRB), include the approval number or ID where applicable, and confirm that informed consent was obtained when required.

Authors must ensure that no personally identifiable information appears in the manuscript unless explicit informed consent has been obtained. Identifying details should be anonymized or removed whenever possible. When applicable, a statement confirming that informed consent was obtained must be included in the manuscript.

For full details and definitions, authors are required to consult the journal’s Research Ethics and Consent Policy on the Editorial Polices page.

Article Processing Charge (APC)

The Mesopotamian Journal of Computer Science (MJCSC) is an open-access journal, providing free and immediate access to all published articles for readers worldwide. To cover the costs associated with high-quality publishing and platform maintenance, the journal charges an Article Processing Charge (APC) of 1,000 USD (or 1,320,000 IQD) per accepted article.

This fee covers the complete publishing process, including manuscript management, double-blind peer review, DOI assignment, online hosting, indexing, and long-term archiving. Authors are not required to pay any fees at the time of submission — the APC is applicable only after the manuscript has successfully passed peer review and been formally accepted for publication.

Please note that MJCSC does not offer a waiver or discount policy. The APC applies uniformly to all accepted manuscripts.
